Cheating?

My school just finished state testing for part 1 of the English 11 SOL. How does a teacher monitor a group to ensure cheating does not occur? I had a fellow teacher tell me she rec'd a picture of me teaching from one of our students. I had no idea he had taken a picture. If I'm teaching and a student sitting right in front of me is taking my picture, what do I need to make sure that cheating is not happening!
