First you would need to find out what is the root cause of the problem. Speak to her parents to find out if any form of hitting takes place at home, is it seen as a game in the eyes of the child or is there any form of physical abuse at home. Monitor the child. Is it that the child is seeking some form of attention.Also ensure that she doesn't have any special needs,if she can't hear or see properly she may become frustrated and display agsressive behavior. Develop a personal relationship with her, if you take a special interest in the way she feels she may very well tell you why she want to fight. Ensure that she understands the rules and consequences. Be sure to enforce the consequences so she knows that you definitely would not tolerate fighting in your classroom. Monitor times when she behave this way and who she is around. Create lessons and activities that teaches about aggressive behaviors and get her involved in the activities, for example a role play activity. I hope this is helpful to you.
